Warping Shapes?

Is it possible?
e.g. If I use the cylinder from the basic stencils thing, can I make it narrower at the bottom than the top?

I suppose I am trying to edit the shape like I would in something like Flash (*exactly* like Flash, if I am totally truthful!)
