Transient lack of a vertical scrollbar

I requested the Advanced Search page in a tab in my Omni Forums Workspace window. Although the form is taller than my window, OmniWeb did not provide a vertical scrollbar. I tried to encourage the scrollbar to appear -- resize the window, switch to another tab and switch back, resize the text -- no luck.

I requested the Search page again in another tab, and this time it had the scrollbar.
