Why Does On Hold Only Apply To The Project & Folder Level?

Can someone explain why the notion of "On Hold" only applies to the project level and higher? Shouldn't it apply to action groups as well?

I think so, and I think it should apply to individual actions as well, since they can be used standins for more complicated long-term items.
