Inheriting shared layers

I have a template that I use to make slide presentations, which contains a number of shared layers. However, when I create a new canvas, only one of the shared layers -- seemingly arbitrary -- is inherited. Is there any way of specifying which layers are automatically inherited by each new layer that is created? It is not obvious how this works.

I'd call this a bug, new canvases should be getting all of the shared layers, methinks. Thanks for pointing it out, it has been filed.

Thanks Joel. Here is a screen shot that shows what I am getting. See that the second canvas only gets one shared layer:
