iPhone - set context location to 'all'

I was wondering if there was a way to assign 'any location' for the location of a context. For example, I would like to set my 'phone' context to 'all' so that when I am out somehere and bring up the location-based view on the iPhone I will see the phone actions as well (since I can do those anywhere)

Does this exist? If not, could it be a future feature?
