Merge Layer Down

Is this a working function. Could not find it in help and this forum.

Wonder if anyone has a clue as to what is the function and how does it work?

OmniPlan doesn't really have a notion of layers, did you mean to post in the OmniGraffle forum, perhaps?

In OmniGraffle, there are a number of commands for manipulating the contents of layers under the Edit->Layers menu, including Merge Layer Down.
