PDF attachments
 

Is it possible (on the iPad) to attach a PDF attachment to a note or to-do. Not a image or sound file but an actual PDF

Don't believe so — there's no way from within OmniFocus to reach out and select one from another application, and no way for another application to hand one to OmniFocus. Once Omni implements the document interchange facility in OmniFocus, it should be possible to give it a file via the "Open In..." mechanism, though I'm curious what the user interface will look like, especially if you want to pass in multiple files to a single destination (most obvious approach would be to simply open the Quick Entry window, but then how do you attach a file to an existing action or project?)

Use Contact Omni under the Omni button in the app to send in your feedback requesting that they incorporate this functionality. Ken said back in July that he wants to do it, but more voices clamoring for it will help it happen sooner.

Try creating a link in goodreader then paste the link into OF notes. When you press the link from OF goodreader will open at the PDF. Also works for dropbox links but you need to be connected to the web for that.
