Is there a way to change the size of the row handles?

Not really, unless you mean just for screen display on your own system.

The handles are generally defined by a small set of PDF files in the Contents/Resources subfolder within the application package.

You could modify these at your own risk, but probably not a good idea, and it would not affect how your files appeared on anybody else's system.
