5.0 b Why are layers locked down automatically when editing 4.x files?

I opened up a OGP 4 document in 5 beta and I have two layers. One from the master canvas, and one normal. The normal layer is always locked. Why is this? I have to unlock them all to edit and move them around. Is this normal?
