Just downloaded the latest version into mac 10.3.9, but I am unable to open the app.
What am I missing, or is this version only for the latest OS.

From the Omni Group website:
Mac OS X 10.3.9: OmniWeb 5.1.3 is available for users that have not yet upgraded to Mac OS X 10.4 Tiger.
