Settings for use new window or tab not working?

I don't think the preferences for opening a new window or tab when going off site are working in B1.

No. Any target="_blank" still opens a new window instead of a new tab, no matter what your preferences settings are.

Ok, I guess I was thinking of this one:
Command-clicking a link will now follow the setting for this action in the "Tab & Window" preference pane.
