sounds like you're on the right path. David Allen is a big champion for "reverse engineering" your situation (ie. take a look at all your stuff and the existing actions you're inspired to do and go "bottom up")

He emphasized this when I saw him last week and he'll be emphasizing the 6 levels of thinking a lot more in his new book at the end of the year.
