Repeat from Completion Date?
 

How do I make it possible to repeat from a completion date?

This option is discussed in the manual, on page 25:

But when I open the inspector, this option is not there! See my attached screen shot.

Click on 'Repeat Every' and choose 'Start Again' or 'Due Again' as appropriate.
