I respectfully suggest you're quite overthinking this issue. There are only a couple of reasons to duplicate an item, and I think for all of them the idea is simply to save yourself from typing...

I sent in a bug report about this, but wanted to see if anyone else can confirm. In context view, select an action, right click on it, and choose "Duplicate". I get an error tone, and no duplicate....
