Well, I am glad to report that the solution appears to be simple. It came to me in a blinding flash of light: restart omnioutliner. So I did.

I don't know if putting your "notes" and "memos" into folders will help. Folders seem to be a handy and intuitive way of breaking large varied lists into shorted bits.
