Really looking to default turn-off 'snap to grid'

I'm guessing the way to turn this off by default is a command-line argument. Does anyone know it?

Also, does any one know how to turn ON 'smart alignment guides' by default?

If you open Google Video scripts they will begin (or recently have begun) playing continuously, without controls. If you try to put these in an inactive workspace they'll still continue to play. ...
