Remaining actions are all actions that have not yet been completed, even if they're blocked (waiting for other actions or a context) or scheduled to start in the future.

Available actions are all actions that you can start doing right now.

I generally use the Remaining filter when I'm planning in the Project view, and the Available filter when I'm acting in the Context view.
