This is a bug, in my opinion, and I reported it to the Omni people some months ago. (I'd encourage you to do the same, using the "Feedback" item from the help menu.)

If you use "Repeat from: Assigned Date" rather than "Completion Date" then the time setting is properly preserved for repeating actions. Of course, that setting may not be what you want for other reasons ...
