This is going to be a huge issue for the iPad version of OmniOutliner. The 1.1 release of OF iPad would be a good place to try out a drag and drop approach to task organization. This is basic functionality in the outliner programs I have on my iPad (though indenting/outdenting is done via a button at the top of the screen; I suspect drag and drop indentation wouldn't work well on iDevices).
