Click and hold on the little triangle in the lower right hand corner of the Shape Tool's button, then from the drop down menu select "Inspect Style". Go to the Shadow Inspector, turn off shadows.

Thereafter, all new shapes created with that tool will not have shadows.

Same goes for the Pen Tool, you can inspect its defaults as well.
