this thread was about the equivalent issue in OmniWeb, the same applies for OmniGraffle. The documentation is out of date for 10.4. The script menu is/should no longer a part of individual apps and is instead available as a menu extra. To display it, use Applescript Utility in the /Applications/Applescript/ folder.
