This is a feature - you probably have
Auto-save while browsing selected for that Workspace:
Deselect it and, upon next launch, the Workspace will restore to the snapshot rather than the last state when you quit OmniWeb. Note, to clear a Workspace completely, close all open windows and take a snapshot.
