Our plan had been to get all 3 released together, to avoid precisely this situation.

Several issues collided with rather unfortunate timing, including the iPhone crashes and the release of the new iPads. (The previous iPad release had some pretty terrible drawing issues on the 3rd generation iPads.)

We chose to release the iPad and Mac updates, with the hope that the iPhone app would follow shortly. Obviously, it didn't work out that way.

As whpalmer4 says above,

You don't have to wait if you don't use the iPhone to check off or edit any repeating tasks which use the new functionality.
We're still working with Apple to get the iPhone update out as soon as possible.
