It may seem that way, but there are a couple of things that can trip you up. First is that the "due soon" action selector doesn't do any sorting of its own; the actions are still sorted according to the sort selector in the view bar, which might well put them in something other than chronological order. Also, the Due Soon smart folder on the iPhone will include items in the Inbox, whereas the built-in Due perspective on the desktop will not. Finally, the Due Soon smart folder on the iPhone behaves somewhat differently with respect to items which are due soon but not yet available. If you really think this doesn't explain what you are seeing, turn on the completion date column display and send a picture of your screen showing what the desktop thinks is due soon and a screen capture on your iPhone/iPod to the support ninjas at so they can have a look.
