I'm not sure of a file size limit for OO3, but I have several that are over 500k and they have no problems at all. If you want to test if it might slow down a little with large sizes you can test it by copying & pasting a sections over and over to see how it performs.
As far as the number of levels/subsections, you can have dozens of levels (and probably more).
