Growl was free (and pretty much the only game in town) when support was added to OmniFocus to use it for notifications, years ago. Notification Center isn't any use to anyone not running Mountain Lion. While the amount of work to add support for Notification Center may not be large, it is nonetheless work that needs to be done, tested, and shipped, and reasonable people may differ in their assessment of the relative importance of that feature.
