No way to do that at the moment, unfortunately. I agree that the No Start Date group belongs at the other end of that display, though otherwise the order is right. My logic is that the display should be optimized for the most likely use, and with a start date display, that is going to be looking at and acting items which have a start date! Use Help->Send Feedback to send in your request for any sort of change request.

In the meantime, you can collapse the No Start Date group and save the perspective with it closed so it only occupies a line or two instead of many.
