Not, apparently, how OO stores outlines :-)
It doesn't actually store the numbering, only a description of how it is configured. In effect, the file says something along the lines of:
"the following rows all are numbered in style LEGAL"
<row>
<row>
<row>
"the following rows all are numbered in style LETTER"
<row>
<row>
etc. and it assigns the row numbers from scratch.
It doesn't seem like an impossibly difficult task to teach OmniGraffle how to compute and insert the row numbering, though it should be optional! Use Help->Send Feedback to make your feature request in a place where it will be officially noted.
