Welcome to the forums, Michael! Yes, OmniFocus currently only designates one action per project as "Next". I believe we have a feature request open on multiple next actions per project - if you email our
support ninjas, they can add you to that request.
(Items with more customer interest tend to get assigned higher priority.)
