In the Project view:
1) Actions have an explicit order within the project. You can tweak this order by dragging tasks up or down the outline, or with Edit > Sort. These change the explicit order. ("Catch the dog" needs to happen before "Give the dog a bath.")

2) Projects have an order in the sidebar, but their order in the main view can be changed with the View > Sorting. This is a temporary per-view sort of thing. I might have a day-to-day perspective that sorts projects by Due Date, and a Review perspective that sorts by "Next Review".

In the Context view:
1) Actions have no particular order within a context. So now the View > Sorting setting applies to them. One perspective might sort flagged actions to the top, so that if you don't have time to do everything, at least you did the flagged stuff. Another might sort by duration, so you can find those quick little tasks you can work on in between interruptions.
