I investigated further and discovered that while we were loading the old perspective, we weren't saving it yet because the database was in the process of being loaded. So I restructured the code a bit to make that work, and you should start seeing .loaded files again in r117865 and later.

Rerunning my tests with 117867, I agree that it seems to work as you describe, and I haven't found any more holes.
