Hmm... I guess it seemed logical to put delegated items "on hold" because a delegated item is actually on hold. I can't complete it until I receive something from someone else. So, it seems like you're proposing a work around because there isn't a filter to show hold contexts only in Projects view.

I also lose the functionality of the stalled projects view.

I'd also love some thoughts on why items under an on hold context don't inherit the on hold context
