We are looking into ways to make OmniFocus accessible to folks that don't have an iPhone and/or Mac, but we don't have toodledo or tracks sync. There is a service called
Spootnik that will sync OmniFocus with Basecamp, by 37 signals, if that helps.
If your primary concern is with adding tasks, OmniFocus for Mac does have a feature that can can receive and parse specially-formatted emails to add tasks to your database. You can then send yourself emails throughout the day; when you launch OmniFocus, they'll show up in the app.
