The essential point in relation to OF2 is that visual quotations of another app need to work well in their own right, and in situ. If they add more clutter than clarity, one has to ask what they are doing there.
A cross-company set of codified deep principles for graphic design could yield a coherent experience for users, but assorted fragments of shared decoration probably won't, especially when they add (without much reward) to cognitive load.
