Since my report above did not garner any replies, I decided to submit an OW Feedback on this issue. The following is a subset of the reply I received from one of OW's Support Ninjas:

This is a known issue that we are working as fast as we can to correct. I've added your comments to our bug report to help our engineers assess the problem and to let them know that you're experiencing this issue as well.
