I think what you want is a way in project mode to select Active && !Stalled in the sidebar filter, to use C parlance. Unfortunately, as you've noticed, there isn't such an option. You can use Rob Trew's Where in OF script to generate a view containing only projects meeting that condition. See this thread for some discussion.
