You can use it in any text editor (it's a plain text format) and you can import .taskpaper files (projects sent to you by other people, for example) into OF (using a script).

Taskpaper itself is a pleasing and useful app for lightweight lists.

OPML, however, is a much more useful format for general interchange between apps which work with nested text (outliners, mindmapping tools etc).
