The order of actions in Planning Mode is intended to be a very fine-grained priority mechanism. You can drag individual actions up and down (or use the keys 'u', 'd', 'l', and 'r' to move actions up, down, left, and right respectively). As of now, there is no way to sort actions within projects in Planning Mode. This feature has been requested before, but you can always use Help --> Send Feedback to add your vote for the feature request.
