There are three available actions for this project; the first one is the "next" one. If you want to see everything you can do to move your projects, you can look at your available actions. (This is what I always do.) If you prefer to see just a single action for each project that will move it forward towards completion, you can look at just your next (i.e. first available) actions.
It sounds like you'd prefer to always look at your available actions, as I do. Is there some reason not to just go ahead and do that?
