It appears the answer is "No - requires at least 10.8".
I've just returned home from 4 months of travel - it looks like Omnipresence refuses to install on my MacPro 1,1 which is trapped at 10.7.
I've been very happy with the Omnipresence sync for all our OmniOutliner files. It will be hard to go back to manual sync.
