I don't know if it's a bug or feature, but I'm pretty sure it's a known issue that plugin content doesn't play in unselected tabs. I remember it being mentioned at some point.
If you don't want to run pandora.com in a separate window, you can use the freeware
PandoraBoy, a standalone pandora.com interface, which offers the additional benefit of being able to manipulate it with Quicksilver.
