Thanks for writing! It's currently possible to set the default due time in the Mac version of OmniFocus in: OmniFocus > Preferences > Data > Dates & Times. That setting will be synced to your other devices. If you don't have the Mac version, you can open the below link in Safari on your iPad to change the setting. This example will set the default due time to 10 pm.

<omnifocus:///change-setting?DefaultDueTime=22:00>

It looks like we have open feature requests for an iPad interface, and a way to set a default start time. I've added your vote and feedback to both, so the rest of the team knows you'd like to see them too.
