You can't force the same workspace to open on launch right now. You can launch OmniWeb by double clicking on workspace files but that's the closest you can get to this behavior at the moment.

Workspace files are here:
~/Library/Application Support/OmniWeb 5/Workspaces/
(where ~ is your home folder)
