The OmniWeb bookmarks are just an html file that can be opened in other browsers. So you could copy it onto your iBook and open it in IE. This wont give you actual bookmarks but you could at least have clickable links.

You can find your bookmark files here:
~/Library/Application Support/OmniWeb 5/

There's one for your regular bookmarks as well as one for your favorites bar. The third one is used if you share bookmarks on your local network. (And also note that if you sync your bookmarks the latest versions will actually be available in the "ServerBookmarks" folder)

You might also be able to use this: http://www.url-manager.com/ or a similar product.
