I keep a "reference" list in OmniOutliner. It would be nice to be able to sort the Level 1 entries to keep the list in alpha order. But, when I sort, it seems to sort all the other levels as well. Is there a way to prevent this?

That's not currently possible on the iPad version. On the Mac app there is an option to prevent sorting of child rows which would allow you to do this.
