A possible solution:

I notice that you are saving the scripts in un-compiled text format (.applescript). You probably need to try saving them as compiled scripts (.scpt)

Experimentation reveals that uncompiled scripts with the .applescript extension do not show up in the Customize Toolbar dialog.
 
Actually, I went the other way: I started w/ scpt, and that didn't work. So I made them both applescript. Yeah, this is getting frustrating. If I knew enough about "dtrace" I'd crack that open and follow along with where OO is looking for files. Right now, it's not worth that much work.
