I see that notes/attachments associated with actions are visible and editable on the iPhone. However, I can not see a way to view/edit the same that are associated with project folders. Is this correct or am I missing something?

Yes, when you edit a project there's a little blue arrow button to the right of the project name, that will take you to a pane where you can add and edit notes.
