Is there a way to set up a repeating task that is due on the last day of each month? How about the fourth Wednesday of each month?

Not directly, no. However, you can set up a repeating task due the 1st of the month, directing you to add a task due on the last day of that month (or the 4th Wednesday, or whatever).
If this repeating task is something that has to be done on a specific day instead of by a specific day, you might consider it an appointment and put it on your calendar instead (most calendar apps of my acquaintance having support for such repeats).
