I have my Preference set to "Open document open the last time you quit".

But sometimes when I start OO, the outline opens up and then instantly minimizes itself to the right side of my Dock. Other times, the outline opens and stays visible on the screen.

What's making it minimize itself sometimes, and not minimize itself others?

It should restore the state that the window was in when you quit, so if it was minimized, it should open backup and minimize itself. I haven't seen behavior contradicting this but I'll admit I probably wouldn't notice it.
