I've set this in my preferences but whenever I create a new item, it still has a default due start time of 12:00am?

You can only set the default Due time, not the default Start time...if you'd like to be able to set the default Start time, use Help->Send Feedback or email omnifocus@omnigroup.com to make an official feature request.

I'm dumb. I meant default DUE time not start. It still defaults to 12:00am

I'd go make sure you really set it, and that you are checking the due time, not the start time. The default value for the due time is 5:00PM, and the default value for the start time is 12:00AM.
